Kathmandu, 6 Kartik. CPN (UML) Vice President Dr. Bhim Bahadur Rawal has announced his resignation from the task force saying that the 10-point agreement has not been implemented. In yesterday’s meeting, Rawal has also recorded a five-page long dissent.

The implementation of the 10-point agreement signed by the leaders of the 11 standing committees on July 11, 2008 has been discussed many times in various ways. Such discussions and conversations have taken place sometimes in formal meetings of the party, sometimes collectively with the participation of the party president, sometimes with the participation of some leaders, sometimes with him individually, sometimes in the task force and sometimes between facilitators. It is ironic and sad that the party decision has not been implemented in some places despite the issuance of Inter-Party Directive-12 after so many discussions and decisions by the Standing Committee and the Central Committee. Such a situation should end immediately and Inter-Party Directive (Apani) -12 should be implemented.

I would like to draw everyone’s attention to the fact that Apani-12 will not be implemented and only disputes will continue if the party’s ward, palika convention and national general convention are at a crossroads. I have a special emphasis on the fact that such a situation is not the wish of any of us.

Informal discussions between the various leaders of the Standing Committee more than 35 times before the formal discussion on the implementation of the ten-point agreement and Apani-12 and the intensive discussions, discussions and agreements held in the task force from July 7 to 8 and the consultations with the party chairperson. It should be remembered with sincerity. There are rumors that such efforts to maintain unity by saving the party from division and devaluing important agreements and even non-implementation of such agreements will come from nowhere. Even in such a situation, it is self-evident that by uniting the CPN (UML) and working in the interest of the country and the people, there will be only obstacles. The argument that the ten-point agreement was reached only to keep Madhav Kumar Nepal in the CPN (UML) is wrong and not factual. Madhav Kumar’s proposal to split the party was rejected on the grounds that Nepal should not be divided into the CPN (UML) and that the party should support the right ideas, principles, policies and methods. He and his comrades Yuvraj Gyawali, Ashtalakshmi Shakya, Bhim Rawal and Ishwar Pokharel were present at the residence of party chairperson Comrade KP Sharma Oli in Balkot on September 25. , Vishnu Poudel, Ghanshyam Bhusal, Subash Nemwang, Pradip Gyawali, Bhim Acharya, Gokarna Bista, Yogesh Bhattarai, Surendra Pandey, Raghuji Pant, Shankar Pokharel and other leaders agreed to move forward by implementing the 10 points. During the discussion, the party president had said, “If there are any shortcomings, let them go.” Let’s avoid cracks. Let’s unite. Let’s maintain unity in the party. Let’s respect each other. Thank you very much for not going to the party registration. You saved yourself, you saved the party from a lot of damage. Once I have approved it in the Standing Committee and the Central Committee, there is no hesitation in implementing it. There is no hesitation in implementing it. Its implementation picks up speed after identification. There is no partiality in being here. No one should be chased and sidelined on the basis of yesterday’s talk. You have to work without insistence. After all this, I don’t see the problem anywhere. Let’s meet tomorrow and decide. ”

Agreeing with the chairman, the other leaders expressed their support for the unconditional implementation of the 10-point agreement and the need to protect the party from the damage of division. In this regard, General Secretary Comrade Ishwor Pokharel said, “All the comrades have taken the statement of the Chairman Comrade positively. That’s the way to go. The committee has duly ‘turned on’ to implement the ten points. The matter came to an end when those who were in favor of the party and those who were against it were united. That is the basis. ”

Finally, the party chairperson assigned Bhim Rawal, Ishwar Pokhrel and Bishnu Poudel to prepare a proposal to be submitted to the standing committee for the implementation of the agreement. The three of us met at the residence of General Secretary Comrade Ishwor Pokharel on August 25 and prepared the proposal. On the same day, he went to the party president’s residence in Balkot and informed him about the proposal and got his consent. The proposal was passed in the meeting of the standing committee held on the same day. A meeting of the Central Committee held on September 26 reaffirmed this. Accordingly, an inter-party directive signed by Chairman Comrade KP Sharma Oli was issued on September 29, 2010.

“These meetings are of special significance in the context of the implementation of the recommendations made in the proposal submitted by the task force formed in an effort to move the party forward in a united manner by ending anti-party activities, factionalism and divisive activities within the CPN (UML).” This inter-party directive has been issued to the committee and party members for information and implementation of the findings of the meetings. ” On page 2 (a) of Apani, for the implementation of the 10-point agreement, it is said, Giving instructions to work keeping in view the great work of unification and the realization of the pre-unification situation i.e. return to the state of May 22 without hurting the spirit. ” On page 3 (b) of the same, it is said, “Comrades, do the necessary homework to resolve the problems that may arise during the implementation of the decisions based on the ten-point proposal regarding the existing problems in the CPN (UML), nominate members to the Central Committee, and complete the central bodies and departments. To give responsibility to Bhim Bahadur Rawal, Ishwar Pokhrel, Bishnu Prasad Poudel, Dhanshyam Bhusal, Surendra Pandey and Lekhraj Bhatt. (A ten-point proposal for reference is attached herewith). ”

The above-mentioned discussions, decisions and directives of the party refute the argument that the ten-point agreement was reached by Madhav Kumar Nepal before the split of the party and the justification of the proposal ended after he split the party. Such an argument violates the above-mentioned in-depth discussions, conclusions, consensus and decision. Such a thing only causes serious damage to the party. I urge all concerned, especially the party president, not to do anything that would harm the party and ultimately have an adverse effect on national politics. Follow the instructions given in Apani-12 for the implementation of the ten-point agreement.

While doing that, double standards should not be adopted anywhere. There can be no hesitation in returning the party and the people’s organization to the status quo before 2nd June, 2075 BS and treating the comrades who were there during the party unification and remained in the same party after the revival of the CPN (UML) as mentioned in points 10 and 2 of the ten point agreement. But from the point of view of the party system, it is wrong to say that those who have the responsibility to do what they were responsible for during the unification and those who do not. For example, I myself was the coordinator of the CPN (UML), the Far Western Coordinating Committee (which has been accepted by the AAP-12). Later, when the party was unified, I was in charge of that province. How and on what basis can it be argued that both these provisions do not apply in my case? To do so would be contrary to the promise made by the party chairman, Comrade, time and again, especially at party meetings and at his own residence on September 25, that we would not be discriminated against collectively. Let’s not do that. Doing so will not only re-create mistrust and differences in the party, but will also call into question the credibility of the leadership’s promises.

Now, I would like to brief you on the meetings and discussions between the task force and the facilitators for the implementation of the ten-point agreement in the Far Western Province. The task force has held three formal and one informal meeting. In the meeting of the task force, it has been decided that the problems seen in the implementation of Apani-12 should be resolved and the 10-point agreement should be implemented. However, since the opinion of the facilitators other than me was different on the issue of implementation of Apani-12 in the discussion at the level of facilitator, there was no consensus to solve the problem. The task force has agreed to find a solution to the problem in this regard through informal consultation with the people concerned. However, the situation where decisions are made for a long time but not implemented has not been removed. Apani-12 has not been implemented in the far western states. Verbal and written complaints have been received from various places including Tapjejung, Sunsari, Sarlahi and Bara of Province No. 2, Chitwan and Kirtipur Municipal Committees under Bagmati Province, Kirtipur Municipal Committee and Nepal Oppressed Ethnic Liberation Society. As the coordinator of the Far Western Provincial Coordinating Committee and the coordinator of the task force, I propose the following to solve the problem immediately:

To hold a meeting of the Far Western Provincial Coordination Committee immediately and give instructions to all the districts for the implementation of Apani-12.
Comrades affiliated to the former Maoist center who were members of the committee at the time of party unification should be made members of the same level committee and comrades who were in office at the time of unification and later in CPN (UML) should be given office bearers as per the agreement of the district committee. However, in the case of comrades who are not in the committee, their qualifications, abilities, priorities and activism should be discussed and brought to the party committee after discussing with the concerned district leaders.
Immediate renewal of the membership of comrades who have been members of the CPN (UML) for a long time but have not been able to renew their membership due to differences and contradictions.
To renew the membership of the comrades who were previously at the UCPN (M) center but living in the CPN (UML) by paying the prescribed fee as per the party decision and giving necessary details and information like other members.
In the case of wards and municipalities that have not been resolved due to serious differences and have been facing serious problems due to recent incessant rains, floods, landslides and inundation, policy decisions will be taken at a time convenient to the wards and municipalities.
