Jail Suicide Investigation Committee submits report back to House Minister

23 October, Kathmandu. A committee formed by the Ministry of Home Affairs to investigate the suicides in detention cells and prisons in Sunsari, Kailali and Surkhet submitted its report on Tuesday.

Mohammad Hakim, 29, in the custody cell of District Police Office, Sunsari, Dhan Bahadur Rana, 35, of Sarkhet in the custody of Area Administration Office, Tikapur, Kailali and Durgaraj Pandey, 58, of Parbat Prison Office had formed a committee under the coordination of Joint Secretary Thaneshwar Gautam.

SP Pravin Pokhrel of Nepal Police, Deputy Director of Investigation of National Investigation Department Vikas Pandey and Branch Officer of Prison Management Department Ganesh Gautam were members of the committee. Handing over the report to Home Minister Bal Krishna Khan on Tuesday, committee coordinator Gautam said that the evidence found during the investigation confirmed the suicide in three places.

The committee has suggested that in order to reduce the number of suicides in prisons and detention centers, psycho-social counseling should be given to the inmates, free legal advice should be given to the detainees, security should be monitored in the detention cell and CCTV should be recorded and monitored.
