New building settlement with Client Committee stopped by way of City Construction Minister

23 October, Kathmandu. The Ministry of Urban Development has stopped making new agreements for the work to be done through the Consumer Committee. The ministry has stopped the purchase agreement with the consumer committee due to delay and negligence in the illegal activities through the consumer committee.

Minister for Urban Development Ram Kumari Jhankri has decided to immediately stop all procurement activities through the Consumers’ Committee.

Ministry spokesperson Bishnu Prasad Sharma said that the consumers under the ministry would not be allowed to give work to the consumer committee until further notice. “There have been many complaints about the work of the consumer committee,” he said. ‘

According to him, a study committee has been formed under the leadership of the joint secretary of the ministry to make the work of the consumer committee effective and systematic according to the law. “We have tried to organize the work of the consumer committee by formulating working procedures based on the recommendations given by the committee,” he said.

Consumer committees formed to work with the participation of the beneficiary community have emerged in recent years as ‘organized interest groups’ working irregularly.

The figures released by the Commission for Investigation of Abuse of Authority, the Office of the Auditor General, and the National Vigilance Center show that the Consumer Committees formed on the basis of the facilities provided by law for constructive work for the purpose of economy, quality or sustainability have become a storehouse of corruption.

The ministry also said that the decision was taken on the basis of lack of uniformity in the work done by the consumer committee, lack of competition in the construction program, difficulty in maintaining quality and non-compliance with the provisions of the law.

The Consumers’ Committee has been made an easy means by the ministers of federal and state governments, local level people’s representatives, parliamentarians, government employees and leaders and activists of political parties to earn a living.

Experts have been saying that in recent years, the Consumer Committees have become a source of irregular income by colluding with the political and administrative leadership due to the presence of political parties in the Consumer Committees.

The country’s huge sums of money are being misused in the name of development through the Consumers’ Committee, which does not have to audit the government property spent and does not have to be accountable to anyone as it will be dissolved after completion of the work.

According to Article 45 of the Public Procurement Act, “If there is an increase in economy, quality or sustainability, the main objective of the project is to create employment and involve the beneficiary community.

Although the Public Procurement Act provides for the formation of a consumer committee for the purpose of job creation so that the consumers can do the labor work themselves.

To prevent this, the Public Procurement Monitoring Office is also preparing to bring a separate directive.
