Janata Samajwadi Party (JSP) Chairman Upendra Yadav (60) has been in the leadership continuously for 14 years. The new generation is not decisive in this party which has old leaders like Baburam Bhattarai and Ashok Rai. In politics, youth is not the qualification in itself, agenda and program is the main thing. Under Nepal’s leadership, UML became the first political force in 2051 BS. When Manmohan Adhikari led the first communist government in South Asia, there were leaders in the cabinet for almost 40 years.

Pushpa Kamal Dahal Prachanda was 41 years old when he announced the armed movement in 1952 BS. He reached the party leadership at the age of 33. “We were all young people during the People’s War,” says Sharma. Baburam Bhattarai was also Prachanda’s age. The Maoist armed insurgency returned to peaceful competition after the end of the monarchy in 2062 BS. Upendra Yadav was also young when he was emerging in the national politics from the Madhes movement of 2006/07. Yadav was 45 years old when he led the Madhesi Janadhikar Forum expressing disagreement with the Interim Constitution. Under Yadav’s leadership, the Forum became a national political force, winning 52 seats in the 2064 Constituent Assembly elections.

After 2063 BS, the old political power and those same leaders are in the lead. KP Sharma Oli, who was the Home Minister in the 2051 government, came to the party leadership after 2071 BS. He was 63 years old when he was the party chief and 70 years old when he was re-elected as the party president. Jhala Nath Khanal was 58 years old when he led the party again in 2065 BS. Even in the Congress, the leadership changed after 63 years. From the 12th General Convention of 2067 BS, Sushil Koirala became the President. He was 72 years old at the time. Koirala died in 2072 BS before the 13th General Convention.

Sher Bahadur Deuba was elected president from the 13th general convention held in the same year. Deuba was 72 years old at that time. Deuba is 77 years old when he is re-elected from the 14th General Convention. The leadership of the Maoist center and the JSP has not changed. That is, all political parties are led by older leaders. That is why the arrival of Gagan and Vishwaprakash as the General Secretary of the Nepali Congress is being watched with interest.

Trial in the upcoming election

Congress general secretaries Gagan and Bishwaprakash will be tested from the next election. Both the leaders have made such an announcement before the General Convention. He is of the view that the youth should be attracted to make the Congress strong. That is to make the Congress better than the Communists. It is better to take a political program, agenda and stand than the now fragmented communist parties.

In the last election of 2074 BS, when the UML and the UCPN (M) formed an alliance, the votes of the Nepali Congress did not decrease. Out of 275 seats in the House of Representatives, the Left Alliance won 174 seats (UML 121 and UCPN (Maoist) 53) while the Congress was reduced to 63 seats. But the proportional vote of the Congress was only 45,000 less than that of the UML. While UML got 31 lakh 73 thousand 494 popular (proportional) votes, Congress got 31 lakh 28 thousand 389 votes. Due to the alliance, the Left Alliance won most of the seats directly and the Congress became weak. In the coming election, Gagan and Bishwaprakash will have to give the feeling that the facts of 2074 have changed.

The change in the leadership cannot be considered as a result of the general vote. However, in the post-2048 election, there is not much difference of opinion between Congress and UML. In the 2048 election, the Congress won 110 seats and got 2.74 million votes, while the UML, which won 69 seats, got 2.40 million votes. While the Congress won 74 out of 109 seats in the 2015 election, the Communist Party won four seats.

Three years later, the UML became the first party in the mid-term elections of 2051 BS. Out of 205, UML won 88 and Congress won 83 seats. But the popular vote of the Congress was almost two lakh more. While UML brought 23 lakh 52 thousand 601, Congress brought 25 lakh 45 thousand 27. After five years, the UML shrunk to 71 seats and got 2.728 million votes. The Congress, which won 111 seats, polled 3.214 million votes. In this election, UML was divided and Male got 5 lakh 67 votes. But none of the seats were won by Male.

In the first Constituent Assembly of 2064 BS, there was not much difference of opinion between the Congress and the UML. Congress got 2.348 million votes and UML got 2.229 million votes. The Maoists became the first force in this election. The Maoists won 120 seats in 240 constituencies. The popular vote (proportional) of the Maoists, who formed the government by winning 229 seats proportionally and directly, was 3.14 million. This is 29.28 percent.

After this, the Maoists are on a downward spiral. In the second Constituent Assembly election of 2070 BS, the Maoists got 1.69 million 145 votes (15.61 percent) and in the 2074 election they brought 1.51 million 760 (12 percent) votes. However, due to its alliance with the UML, the Congress won 36 seats directly and became the average power. The UML and the Nepali Congress did not differ much in the 2070 election. While the Congress got 24 lakh 18 thousand, the UML got 22 lakh 39 thousand popular votes.

But this time the Congress will have the natural advantage of the dissolution of the then Communist Party of Nepal (CPN) and the split of the UML. The Communist Party has disintegrated after the decision of KP Sharma Oli to dissolve the House of Representatives on December 20, 2008. The unity campaign of UML, Maoist Center, Unified Socialists and Bamdev Gautam exists.

From the UCPN (M), two members of the National Assembly, four members of the House of Representatives, nine members of the Provincial Assembly, 14 local level people’s representatives and 23 party central members have joined the UML.
