Biratnagar, 9 Dec. Kedar Karki, Minister for Internal Affairs and Law of State 1, has said that the state government is under the control of the federal government. Speaking at a program organized by Informal Sector Service Center (INSEC) in Biratnagar on the occasion of Human Rights Year Book, Minister Karki said that it could not pick up speed as the upper government was despising the lower government.
He even accused her of stopping him by ‘looking around’ even though he did not give her what he had. He asserted that his confession had been obtained through torture. He has accused the state government of playing a game of depriving the lower level government of its rights.
He says the state government has not been able to move forward as the federal government has not made many laws. After the defeat of the central member in the 14th general convention of the Nepali Congress, Minister Karki was angry with Deuba.
